    The Americans with Disabilities Act of 1990 (ADA) is a civil rights law that prohibits discrimination based on disability. Enforcement of the ADA is the responsibility of the U.S. Department of Justice. The City of Salina is committed to ensuring that persons with disabilities have access to City services, programs, activities and facilities. 

    Title II of the ADA

    Title II of the ADA lays out responsibilities for Local Government Access. The City of Salina is committed to ensuring that persons with disabilities have access to City services, programs, activities and facilities. To view the full Title II Notice for the City of Salina, click here.

    If you have a concern with a program or service provided by the City of Salina, please contact the ADA Coordinator at 785-309-5745 or email [email protected] or file a grievance online.


    Disability discrimination under Title I (Employment) and Title III (Public Accommodations) may be filed with the Community Relations Division under Chapter 13 of Salina City Code if the act occurred within the City of Salina. If you believe you have been discriminated by an employer or by a public accommodation, please complete an intake form. Complaints outside of City of Salina that fall under Title I and Title III of the ADA may be filed through the Kansas Human Rights Commission. 

    Individuals with disabilities also have protections under the Fair Housing Act. For issues regarding your landlord or housing provider, contact the Community Relations Division at 785-309-5745 or complete the online intake form.

    City of Salina Grievance Policy

    To request reasonable accommodation for a City service or program, contact ADA Coordinator at 785-309-5745 or email [email protected].

    To file an ADA Grievance on a matter involving the City of Salina, complete a grievance form online, or contact ADA Coordinator at 785-309-5745 or by email [email protected].

    EXCEPTION: Employees of the City needing help or having concerns, contact Human Resources at 785-309-5710.

    An ADA Grievance should be addressed in writing and contain information about the alleged discrimination such as name, address and phone number of grievant, along with the location, date, and description of the issues. Alternative means of filing complaints will be made available for persons with disabilities upon request. The grievant may also file a concern using the City of Salina's website under the Citizen Service Request section. 

    The grievance should be submitted as soon as possible but no later than 60 calendar days after the alleged violation to:

    The City of Salina held its second Accessibility Seminar on Thursday, October 16, 2025 from 12:30 pm to 4:30 pm at the SACC Visit OCCK, Inc., 1710 W. Schilling. 

    This free event is sponsored by OCCK. 

    The seminar is a half-day educational opportunity for local businesses to understand accessibility issues that individuals face and how to make their businesses more accessible. Guest speakers include: Karen Chapman of KSDS Assistance Dogs, Inc.; and Craig Knutson of Kansas Commission on Disability Concerns. The seminar will also have an Employment Assistance Panel featuring community agencies focusing on opportunities, challenges, and success stories for people with disabilities in the work place.

    For needed accommodations, please call the Community Relations Division between the hours of 8:00 am and 5:00 pm. Every effort will be made to accommodate known disabilities with at least 5 business day notice of needed accommodations prior to the event.
