CITY MANAGER NAMES NEW PUBLIC WORKS DIRECTOR
Salina City Manager Jason Gage has appointed Jim Kowach as the new public works director for the City. This key position generated 48 candidates from across the country upon conducting a national search.
Mr. Kowach has significant public works experience, primarily with roadway design, construction and project administration. He is a licensed engineer and has worked for the Kansas Department of Transportation (KDOT) for 29 years. Early in his career, four years of this time was in Salina. Most recently, Jim has served as the Division of Engineering and Design director. Jim holds a bachelor’s degree from the Colorado School of Mines and a master’s of public administration from the University of Kansas. In 2016, Jim was selected by the Kansas Society of Professional Engineers as the Outstanding Engineer in Government. His professional involvement includes serving as a member of the American Association of Highway and Transportation Officials, American Public Works Association and Kansas Society of Professional Engineers. Jim is also a past scoutmaster for the Boy Scouts of America.
City Manager Gage states:

Mr. Kowach will begin his new role on June 6, succeeding Mike Fraser who recently retired from the City with 17 years of quality service.
