ORDINANCE NUMBER 25-11235
AN ORDINANCE AMENDING SALINA CODE SECTION 39-32 PERTAINING TO MEMBERSHIP OF THE TREE ADVISORY BOARD AND SECTION 39-36 PERTAINING TO A QUORUM OF THE TREE ADVISORY BOARD.
WHEREAS, what is now known as the tree advisory board (the “board”) originated in 1989 as an ad hoc committee of the parks and recreation advisory board appointed by the governing body of the City of Salina by the adoption of Resolution Number 89-4063; and
WHEREAS, the board was formally created by the passage of Ordinance Number 91-9421 on January 7, 1991, which enacted what is currently Salina Code Chapter 39, Article III, pertaining to the tree advisory board; and
WHEREAS, the Governing Body has determined that the roles and responsibilities of the board are sufficiently aligned with those of the parks & recreation advisory board to warrant a merger of those roles and responsibilities with those of the parks and recreation advisory board over such period of time as will maximize the ability of the current members of the tree advisory board to complete their respective terms; and
WHEREAS, the Governing Body has further determined that those objectives can best be achieved by temporarily reducing the number of adult members of the board to five (5) from September 1, 2025, through August 31, 2026, to include the four (4) current members of the board serving terms ending August 31, 2026, and the one (1) current member of the board serving a term ending August 31, 2027, all in anticipation of future governing body action approximately one year from now further amending the Salina Code to:
(a) terminate the board effective September 1, 2026 (at which time only one current member of the board would otherwise remain a member for a term ending August 31, 2027); and
(b) reassign the purposes currently served by the tree advisory board to the parks and recreation advisory board; THEREFORE,
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Amendment. Section 39-32 of the Salina Code is amended to read as follows:
Sec. 39-32. - Membership.
The board shall have five (5) adult members recommended by the parks and recreation advisory board and appointed by the mayor with the consent of the governing body.
Section 2. Amendment. Section 39-36 of the Salina Code is amended to read as follows:
Sec. 39-36. - Quorum.
Three (3) members of the board shall constitute a quorum for the purpose of conducting the board's business.
Section 3. Repealer. Existing Salina Code Sections 39-32 and 39-36 are repealed.
Section 4. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 5. Effective date. This ordinance shall be in full force and effect from and after September 1, 2025.
