ORDINANCE NUMBER 25-11237
AN ORDINANCE AMENDING SALINA CODE SECTION 8-163 PERTAINING TO MEMBERSHIP OF THE BUILDING ADVISORY BOARD AND SECTION 8-167 PERTAINING TO A QUORUM OF THE BUILDING ADVISORY BOARD.
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Amendment. Section 8-163 of the Salina Code is amended to read as follows:
Sec. 8-163. - Membership.
(a) The board shall have nine (9) adult members. In order to represent a cross section of related occupations, the membership of the board shall include one (1) of each of the following:
(1) Kansas licensed design professional—engineer or architect;
(2) City of Salina licensed master or journeyman plumber;
(3) City of Salina licensed plumbing contractor;
(4) City of Salina licensed class A, B or C contractor;
(5) City of Salina licensed master or journeyman electrician;
(6) City of Salina licensed electrical contractor;
(7) City of Salina licensed master or journeyman mechanic;
(8) City of Salina licensed mechanical/HVAC contractor;
(9) Kansas licensed realtor.
(b) For the purposes of this section, a contractor's membership on the board may be held by:
(1) an owner of the contracting business; or
(2) a designated representative of the owner(s) of the contracting business who must be employed by the contracting business and:
a. in the case of a plumbing, electrical, or mechanical/HVAC contractor, must be either a licensed master or journeyman in the applicable trade.
b. in the case of a building contractor, must be the building contractor's designated qualified individual.
Section 2. Amendment. Section 8-167 of the Salina Code is amended to read as follows:
Sec. 8-167. - Quorum.
Five (5) members of the board shall constitute a quorum for the purpose of conducting the board's business.
Section 3. Bylaws. The Building Advisory Board is directed to amend its bylaws to conform with this ordinance.
Section 4. Repealer. Existing Salina Code Sections 8-163 and 8-167 are repealed.
Section 5. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 6. Effective date. This ordinance shall be in full force and effect from and after September 1, 2025.
