ORDINANCE NUMBER 25-11269
AN ORDINANCE AMENDING CHAPTER 8, ARTICLE I, DIVISION 4 OF THE SALINA CODE TO ADOPT AND INCORPORATE BY REFERENCE THE UNIFORM MECHANICAL CODE, 2018 EDITION, WITH LOCAL AMENDMENTS; AND REPEALING THE EXISTING CHAPTER 8, ARTICLE I, DIVISION 4 OF THE SALINA CODE, INCLUDING SECTIONS 8-1-4-1 THROUGH 8-1-4-1312.4.
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Amendment. Salina Code Chapter 8, Article I, Division 4, is amended to adopt and incorporate by reference the Uniform Mechanical Code, 2018 Edition, promulgated and published by the International Association of Plumbing and Mechanical Officials, (UMC), with local amendments to the following sections of the UMC:
- Sec. 103.1 General.
- Sec. 104.5 Fees.
- Sec. 107.1. Board of Appeals.
- Sec. 301.4 Electrical Connections.
- Sec. 304.1 General.
- Sec. 304.2 Sloped Roof.
- Sec. 304.4 Appliances in Attics and Under-Floor Spaces.
- Sec. 310.0 Electrical Connections.
- Sec. 310.1.1 Condensate Pumps.
- Sec. 504.4.2.1 Length Limitation.
- Sec. 603.10.1 Duct Leakage Test.
- Sec. 802.3.6 Above-Ceiling or Nonducted Air Handling System.
- Sec. 904.1 Location.
- Sec. 1311.2.4 Prohibited Locations.
- Sec. 1312.4 Appliance Shutoff Valves and Connections.
Salina Code Chapter 8, Article I, Division 4, shall read as follows:
DIVISION 4. – ADOPTION OF THE UNIFORM MECHANICAL CODE
Sec. 8-1-4-1 Uniform Mechanical Code adopted.
The Uniform Mechanical Code, 2018 Edition, promulgated and published by the International Association of Plumbing and Mechanical Officials (UMC), is adopted and incorporated by reference, except as amended in this division.
Sec. 8-1-4-103.1. Amendment to Section 103.1 of the UMC.
Section 103.1 of the UMC is amended to read as follows:
Sec. 103.1 General. The Building Official shall be the Authority duly appointed to enforce this code. For such purposes, the Building Official shall have the powers of a law enforcement officer. The Building Official shall have the power to render interpretations of this code and to adopt and enforce rules and regulations supplemental to this code as deemed necessary in order to clarify the application of the provisions of this code. Such interpretations, rules, and regulations shall comply with the intent and purpose of this code.
In accordance with the prescribed procedures and with the approval of the appointment authority, the Building Official shall be permitted to appoint such number of technical officers, inspectors, and other employees as shall be authorized from time to time. The Building Official shall be permitted to deputize such inspectors or employees as necessary to carry out the functions of the code enforcement agency.
The Building Official shall be permitted to request the assistance and cooperation of other officials of this jurisdiction so far as required in the discharge of the duties required by this code or other pertinent law or ordinance.
Sec. 8-1-4-104.5. Amendment to Section 104.5 of the UMC.
Section 104.5 of the UMC is amended to read as follows:
Sec. 104.5 Fees. The fee for each permit shall be as set forth in the fee schedule adopted pursuant to Section 2-2 of the Salina Municipal Code.
Sec. 8-1-4-107.1. Amendment to Section 107.1 of the UMC.
Section 107.1 of the UMC is amended to read as follows:
Sec. 107.1. Board of Appeals.
Appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of this code shall be heard and decided by the building advisory board. (See Article II.).
Sec. 8-1-4-301.4. Amendment to Section 301.4 of the UMC.
Section 301.4 of the UMC is amended to read as follows:
Sec. 301.4 Electrical Connections. For equipment regulated by this code:
- Equipment requiring electrical connections of more than 50 volts shall have a positive means of disconnect adjacent to and in sight from the equipment served.
Exception: Other power disconnect means shall be acceptable when in accordance with NFPT 70.
- A 120 volt receptacle shall be located within 25 feet (7620 mm) of the equipment for service and maintenance purposes. The receptable outlet shall be on the supply side of the disconnect switch. The receptacle need not be located on the same level as the equipment.
Exception: The receptacle is not required for replacement of existing equipment in the same location when the existing equipment conformed with adopted code standards at the time of installation.
- Electrical wiring, controls, and connections to equipment and appliances regulated by this code shall be in accordance with NFPA 70.
Sec. 8-1-4-304.1. Amendment to Section 304.1 of the UMC.
Section 304.1 of the UMC is amended to read as follows:
Sec. 304.1 General
Appliances shall be located with respect to building construction and other equipment so as to permit access to the appliance. Sufficient clearance shall be maintained to permit cleaning of heating surfaces; the replacement of filters, blowers, motors, burners, controls, and vent connections; the lubrication of moving parts where necessary; the adjustment and cleaning of burners and pilots; and the proper functioning of explosion vents, where provided. For attic installation, the passageway and servicing area adjacent to the appliance shall be floored. [NFPA 54:9.2.1]
Unless otherwise specified, not less than 30 inches (762 mm) in depth, width, and height of working space shall be provided.
Exception:
- A platform shall not be required for unit heaters or room heaters.
- For replacement central furnaces and boilers the unobstructed depth need only be 24”.
Sec. 8-1-4-304.2. Amendment to Section 304.2 of the UMC.
Section 304.2 of the UMC is amended to read as follows:
Sec. 304.2 Sloped Roof. Where equipment or appliances that require service are installed on a roof having a slope greater than 6 units vertical in 12 units horizontal, a level platform of not less than 30 inches by 30 inches (762 mm by 762 mm) shall be provided at the service side of the equipment or appliance.
Sec. 8-1-4-304.4. Amendment to Section 304.4 of the UMC.
Section 304.4 of the UMC is amended to read as follows:
Sec. 304.4 Appliances in Attics and Under-Floor Spaces. An attic or under floor space in which an appliance is installed shall be accessible through an opening and passageway not less than 22 inches by 30 inches (559 mm by 762 mm).
304.4.1 Length of Passageway. Where the height of the passageway is less than 6 feet (1829 mm), the distance from the passageway access to the appliance shall not exceed 20 feet (6096 mm) measured along the center line of the passageway. [NFPA 54:9.5.1.1]
304.4.2 Width of Passageway. The passageway shall be unobstructed and shall have solid flooring not less than twenty-four inches (610 mm) wide from the entrance opening to the appliance. [NFPA 54:9.5.1.2]
304.4.3 Work Platform. A level working platform not less than thirty inches by thirty inches (762 mm by 762 mm) shall be provided in front of the service side of the appliance. [NFPA 54:9.5.2]
Exception: A working platform need not be provided when the furnace is capable of being serviced from the required access opening. The furnace service side shall not exceed 12 inches (305 mm) from the access opening.
304.4.4 Lighting and Convenience Outlet. A permanent 120V receptacle outlet and a lighting fixture shall be installed near the appliance. The switch controlling the lighting fixture shall be located at the entrance to the passageway. [NFPA 54:9.5.3]
Exception: Neither an outlet nor a light shall be required for furnaces installed above a lay-in ceiling when tiles immediately adjacent to the furnace can be removed.
Sec. 8-1-4-310.0. Amendment to Section 310.0 of the UMC.
Section 310.0 of the UMC is amended to read as follows:
Sec. 310.0 Electrical Connections. Equipment regulated by this code requiring electrical connections of more than 50 Volts shall have a positive means of disconnect adjacent to and in sight from the equipment served. A 120 volt receptacle shall be located within 25 feet (7620 mm) of the equipment for service and maintenance purposes. The receptacle is not required for replacement of existing equipment in the same location. The receptacle must be located on the same level as the equipment and be accessible. Low voltage wiring of 50 Volts or less within a structure shall be installed in a manner to prevent physical damage.
Sec. 8-1-4-310.1.1. Amendment to Section 310.1.1 of the UMC.
Section 310.1.1 of the UMC is amended to read as follows:
Sec. 310.1.1 Condensate Pumps. Where approved by the Authority Having Jurisdiction, condensate pumps shall be installed in accordance with the manufacturer’s installation instructions. Pump discharge shall rise vertically to a point where it is possible to connect to a gravity condensate drain and discharged to an approved disposal point. Each condensing unit shall be provided with a separate sump and interlocked with the equipment to prevent the equipment from operating during a failure. Separate pumps shall be permitted to connect to a single gravity indirect waste where equipped with check valves and approved by the Authority Having Jurisdiction.
Exception: Any air handling unit containing a condensing unit and a heating element shall be considered one unit.
Sec. 8-1-4-504.4.2.1. Amendment to Section 504.4.2.1 of the UMC.
Section 504.4.2.1 of the UMC is amended to read as follows:
Sec. 504.4.2.1 Length Limitation. Unless otherwise permitted or required by the dryer manufacturer's installation instructions and approved by the Administrative Authority, domestic dryer moisture exhaust ducts shall not exceed to total combined horizontal and vertical length 30 feet (9150 mm) of 4 inch vent or 37 feet (11285 mm), of 5 inch vent, including two 90 degree (1.57 rad) elbows. Two feet (610 mm) shall be deducted for each 90 degree (1.57 rad) for each additional elbow. If the vent passes through space that is unheated it shall be insulated to prevent condensation.
Sec. 8-1-4-603.10.1. Amendment to Section 603.10.1 of the UMC.
Section 603.10.1 of the UMC is amended to read as follows:
Sec. 603.10.1 Duct Leakage Test. Deleted.
Sec. 8-1-4-802.3.6. Amendment to Section 802.3.6 of the UMC.
Section 802.3.6 of the UMC is amended to read as follows:
Sec. 802.3.6 Above-Ceiling or Nonducted Air Handling System. Where a venting system passes through an above-ceiling air space or other nonducted portion of an air-handling system, it shall conform to one of the following requirements:
- The venting system shall be a listed special gas vent, other system serving a Category III or Category IV appliance, or other positive pressure vent, with joints sealed in accordance with the appliance or vent manufacturer’s instructions.
- The vent system shall be installed such that no fittings or joints between sections are installed in the above-ceiling space.
- The venting system shall be installed in a conduit or enclosure with joints between the interior of the enclosure and the ceiling space sealed. [NFPA 54:12.4.5.2]
Exception: The change-out of an existing 80% efficiency above-ceiling furnace is allowed when the change-out is like-for-like.
Sec. 8-1-4-904.1. Amendment to Section 904.1 of the UMC.
Section 904.1 of the UMC is amended to read as follows:
Sec. 904.1 Location. Central heating furnace and low-pressure boiler installations in bedrooms or bathrooms shall comply with one of the following:
- Central heating furnaces and low-pressure boilers shall be permitted to be installed in a closet located in the bedroom or bathroom, provided the closet is equipped with a listed, gasketed door assembly, and a listed self-closing device. The self-closing door assembly shall comply with the requirements of Section 904.1.1. The door assembly shall be installed with a threshold and bottom door seal and shall comply with the requirements of Section 904.1.2. Combustion air for such installations shall be obtained from the outdoors. The closet shall be for the exclusive use of the central heating furnace or low-pressure boiler.
- Central heating furnaces and low-pressure boilers shall be of the direct-vent type.
Exception: Existing central heating furnaces and low-pressure boilers that are located in bathrooms or closets accessible from a bathroom need not be enclosed nor provided with a gasketed door when they are replaced unless the only access to such spaces is through a bedroom.
Sec. 8-1-4-1311.2.4. Amendment to Section 1311.2.4 of the UMC.
Section 1311.2.4 of the UMC is amended to read as follows:
Sec. 1311.2.4 Prohibited Locations. Gas piping inside any building shall not be installed in or through a circulating air duct, clothes chute, chimney or gas vent, ventilating duct, dumbwaiter, or elevator shaft.
This provision shall not apply to ducts used to provide combustion and ventilation air in accordance with Section 701.0 or to above-ceiling spaces as covered in 1311.2.2.1. Gas pipe with inlet pressures less than 2 pounds located in air moving plenums must be tested at 60 PSI for 30 minutes. Gas pipe with inlet pressures of 2 pounds or more located in air moving plenums must be welded.
Sec. 8-1-4-1312.4. Amendment to Section 1312.4 of the UMC.
Section 1312.4 of the UMC is amended to read as follows:
Sec. 1312.4 Appliance Shutoff Valves and Connections. Appliances connected to a piping system shall have an accessible, approved manual shutoff valve with a non-displaceable valve member, or a listed gas convenience outlet, installed in the same room as the appliance, within 6 ft (1.8 m) of the equipment it serves. Where a connector is used, the valve shall be installed upstream of the connector. A union or flanged connection shall be provided downstream from this valve to permit removal of controls. Shutoff valves serving decorative gas appliances shall be permitted to be installed in fireplaces if listed for such use.
Exceptions:
- Shutoff valves may be accessibly located inside or under an appliance when such appliance can be removed without removal of the shutoff valve.
- Shutoff valves may be accessibly located inside wall heaters and wall furnaces listed for recessed installation where necessary maintenance can be performed without removal of the shutoff valve.
- Shutoff valves for vented decorative appliances and decorative appliances for installation in vented fireplaces shall not be prohibited from being installed in an area remote from the appliance where such valves are provided with ready access. Such valves shall be permanently identified and shall serve no other equipment.
Section 2. Repealer. Existing Salina Code Chapter 8, Article I, Division 4, including existing Sections 8-1-4-1 through 8-1-4-1312.4 is repealed.
Section 3. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 4. Effective date. This ordinance shall be in full force and effect from and after January 1, 2026.
