ORDINANCE NUMBER 25-11270
AN ORDINANCE AMENDING CHAPTER 8, ARTICLE I, DIVISION 3 OF THE SALINA CODE TO ADOPT AND INCORPORATE BY REFERENCE THE UNIFORM PLUMBING CODE, 2018 EDITION, WITH LOCAL AMENDMENTS; AND REPEALING THE EXISTING CHAPTER 8, ARTICLE I, DIVISION 3 OF THE SALINA CODE, INCLUDING SECTIONS 8-1-3-1 THROUGH 8-1-3-1210.15.2.1.
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Amendment. Salina Code Chapter 8, Article I, Division 3, is amended to adopt and incorporate by reference the Uniform Plumbing Code, 2018 Edition, promulgated and published by the International Association of Plumbing and Mechanical Officials, not including any of its appendices, (UPC) with local amendments to the following sections of the UPC:

Salina Code Chapter 8, Article I, Division 3, shall read as follows:
DIVISION 1. – ADOPTION OF THE UNIFORM PLUMBING CODE
Sec. 8-1-3-1. Uniform Plumbing Code adopted.
The Uniform Plumbing Code, 2018 Edition, promulgated and published by the International Association of Plumbing and Mechanical Officials, not including any of its appendices, (UPC), is adopted and incorporated by reference, except as amended in this division.
Sec. 8-1-3-101.1. Amendment to Section 101.1 of the UPC.
Section 101.1 of the UPC is amended to read as follows:
Sec. 101.1 Title. These regulations shall be known as the Uniform Plumbing Code of the City of Salina, Kansas, hereinafter referred to as the “UPC” or “plumbing code”.
Sec. 8-1-3-103. Amendment to Section 103 of the UPC.
Section 103 of the UPC is amended to read as follows:
Sec. 103 Authority Having Jurisdiction. The authority having jurisdiction shall be the building official. The city manager shall appoint and hereby delegates to the building official and any other city employees in designated technical roles the authority necessary to administer, interpret, and enforce this code. The building official shall have the authority to adopt and enforce rules and regulations supplemental to and consistent with this code.
Sec. 8-1-3-103.4.2. Amendment to Section 103.4.2 of the UPC.
Section 103.4.2 of the UPC is amended to read as follows:
Sec. 103.4.2 Plan Review Fees. No fees shall be charged for plan review.
Sec. 8-1-3-104.5. Amendment to Section 104.5 of the UPC.
Section 104.5 of the UPC is amended to read as follows:
Sec. 104.5 Permit Fees. The fee for each permit shall be as set forth in the fee schedule adopted pursuant to Section 2-2 of the Salina Municipal Code.
Sec. 8-1-3-107. Amendment to Section 107 of the UPC.
Section 107 of the UPC is amended to read as follows:
Sec. 107 Board of Appeals. The building advisory board shall hear and decide appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of this code. (See Article II.)
Sec. 8-1-3-312.6. Amendment to Section 312.6 of the UPC.
Section 312.6 of the UPC is amended to read as follows:
Sec. 312.6 Freezing Protection. No water, soil, or waste pipe shall be installed or permitted outside of a building, in attics or crawl spaces, or in an exterior wall unless, where necessary, adequate provision is made to protect such pipe from freezing. Exterior water supply system piping shall be installed not less than 6 inches below the frost line. The frost line depth in the city is 36 inches.
Sec. 8-1-3-418.3. Amendment to Section 418.3 of the UPC.
Section 418.3 of the UPC is amended to read as follows:
Sec. 418.3 Location of Floor Drains. Floor drains shall be installed in the following areas:
- Toilet rooms containing one (1) or more water closets or a combination of one or more lavatories, one (1) water closet and one (1) urinal, except in a dwelling unit.
- Commercial kitchens and in accordance with Section 704.3.
- Laundry rooms in commercial buildings and common laundry facilities in multi-family dwelling buildings.
- Boiler rooms.
Sec. 8-1-3-603.4.2. Amendment to Section 603.4.2 of the UPC.
Section 603.4.2 of the UPC is amended to read as follows:
Sec. 603.4.2 Testing. The premise owner or responsible person shall have the backflow prevention assembly tested by a certified backflow assembly tester at the time of installation, repair, or relocation and tested and overhauled on the schedule listed in Salina Municipal Code Chapter 41, Article II, Division 4 - Cross Connections. The periodic testing shall be performed in accordance with the procedures referenced in ASSE Series 5000 by a tester qualified in accordance with those standards.
Sec. 8-1-3-612.1. Amendment to Section 612.1 of the UPC.
Section 612.1 of the UPC is amended to read as follows:
Sec. 612.1 General. Where residential sprinkler systems are installed in one and two-family dwellings or townhouses, the systems shall be installed by personnel, installer, or both, certified in accordance with ASSE Series 7000 in accordance with this section of NFPA 13D. This section shall be considered equivalent to NFPA 12D. Residential sprinkler systems shall be permitted to be installed in buildings not required to be equipped with a residential sprinkler system.
Sec. 8-1-3-709.1. Amendment to Section 709.1 of the UPC.
Section 709.1 of the UPC is amended to read as follows:
Sec. 709.1 General. Where practicable, plumbing fixtures shall be drained to the public sewer or private sewage disposal system by gravity.
Exception: Upon prior approval by the authority having jurisdiction, low flow fixture such as but not limited to bar sinks, hand sinks, and indirect waste receptors for drink stations may drain into an approved, self-contained water removal system.
Sec. 8-1-3-718.0. Amendment to Section 718.0 of the UPC.
Section 718.0 of the UPC is amended to read as follows:
Sec. 718.0 Changes in Direction of Drainage Flow. All changes or direction of drainage flow in building sewers shall be made in accordance with Section 706.1 through 706.4 of the Uniformed Plumbing Code.
Sec. 8-1-3-807.3. Amendment to Section 807.3 of the UPC.
Section 807.3 of the UPC is amended to read as follows:
Sec. 807.3 Domestic Dishwashing Machine. Deleted.
Sec. 8-1-3-814.1. Amendment to Section 814.1 of the UPC.
Section 814.1 of the UPC is amended to read as follows:
Sec. 814.1 Condensate Disposal. Condensate from air washers, air-cooling coils, condensing appliances, and the overflow from evaporative coolers and similar water-supplied equipment or similar air-conditioning equipment shall be collected and discharged to an approved plumbing fixture or disposal area. Where discharged into the drainage system, equipment shall drain using an indirect waste pipe. The waste pipe shall have a slope of not less than 1/8 inch per foot (10.4 mm/m) or 1 percent slope and shall be of an approved corrosion-resistant material not smaller than the outlet size in accordance with Section 814.3 or Section 814.4 for air-cooling coils or condensing appliances, respectively. Condensate or wastewater shall not drain over a public way.
Exception: Air handling units containing a condensing unit and heating element shall be considered one unit.
Sec. 8-1-3-1208.9. Amendment to Section 1208.9 of the UPC.
Section 1208.9 of the UPC is amended to read as follows:
Sec. 1208.9 Overpressure Protection Required. Where the serving gas supplier delivers gas at a pressure greater than 2 psi for piping systems serving appliances designed to operate at a gas pressure of 14 inches water column (3.5 kPa) or less, overpressure protection devices shall be installed. Piping systems serving equipment designed to operate an inlet pressures greater than 14 inches water column (3.5 kPA) shall be equipped with overpressure protection devices as required by the appliance manufacturer’s installation instructions. [NFPA 54:5.9.1]
Sec. 8-1-3-1208.10.1. Amendment to Section 1208.10.1 of the UPC.
Section 1208.10.1 of the UPC is amended to read as follows:
Sec. 1208.10.1 Overpressure Protection. Where piping systems serving appliances designed to operate with a gas supply pressure greater than 14 inches water column (3.5 kPA) are required to be equipped with overpressure protection by Section 1208.9, each overpressure protection device shall be adjusted to limit the gas pressure to each connected appliance as required by the appliance manufacturer’s installation instructions. [NFPA 54:5.9.2.2]
Sec. 8-1-3-1208.10.2. Amendment to Section 1208.10.2 of the UPC.
Section 1208.10.2 of the UPC is amended to read as follows:
Sec. 1208.10.2 Overpressure Protection Devices. Overpressure protection devices shall be one of the following:
- Pressure relief valve
- Monitored regulator
- Series regulator installed upstream from line regulator and set to continuously limit the pressure on the inlet of the line regulator to maximum values of 1208.10 or less
- Automatic shutoff device installed in series with the line pressure regulator and to shut off when the pressure on the downstream piping system reaches the maximum value specified by Section 1208.10 or less. The device shall be designed so that it will remain closed until manual reset.
Sec. 8-1-3-1208.10.2.1. Amendment to Section 1208.10.2.1 of the UPC.
Section 1208.10.2.1 of the UPC is amended to read as follows:
Sec. 1208.10.2.1 Separate Devices. The devices in Section 1208.10.2 shall be installed either as an integral part of the service or line pressure regulator or as separate units. Where separate overpressure protection are installed, they shall comply with all Section of 1208.10.2. [NFPA 54:5.9.2.3]
Sec. 8-1-3-1208.10.4. Amendment to Section 1208.10.4 of the UPC.
Section 1208.10.4 of the UPC is amended to read as follows:
Sec. 1208.10.4 Flow Capacity. If a pressure relief valve is used to meet the requirements of this section, it shall have a flow capacity such that the pressure in the protected system is maintained at or below the limits specified in Section 1208.10.2 under the following conditions:
- The line pressure regulator for which the relief valve is providing overpressure protection has failed wide open.
- The gas pressure at the inlet of the line pressure regulator for which the relief valve is providing overpressure protection is not less than the regulator’s normal operating inlet pressure. [NFPA 54:5.9.2.5]
Sec. 8-1-3-1211.2.6. Amendment to Section 1211.2.6 of the UPC.
Section 1211.2.6 of the UPC is amended to read as follows:
Sec. 1211.2.6 Arc-Resistant Jacketed CSST. CSST listed with an arc resistant jacket or coating system in accordance with ANSI LC1/CSA 6.26, Fuel Gas Piping Systems Using Corrugated Stainless Steel Tubing, shall be electrically continuous and bonded to an effective ground fault current path. Where any CSST component of a piping system does not have an arc-resistant jacket or coating system, the bonding requirements of 1210.15.2 shall apply. Arc-resistant jacketed CSST shall be considered to be bonded when it is connected to appliances that are connected to the appliance grounding conductor of the circuit supplying that appliance.
Sec. 8-1-3-1212.6. Amendment to Section 1212.6 of the UPC.
Section 1212.6 of the UPC is amended to read as follows:
Sec. 1212.6 Appliance Shutoff Valves and Connections. Each appliance connected to a piping system shall have an accessible, approved manual shutoff valve with a nondisplaceable valve member or a listed gas convenience outlet. Appliance shutoff valves and convenience outlets shall serve a single appliance only. The shutoff valve shall be located within 6 feet (1829 mm) of the appliance it serves. Where a connector is used, the valve shall be installed upstream of the connector. A union or flanged connection shall be provided downstream from the valve to permit removal of appliance controls. Shutoff valves serving decorate appliances shall be permitted to be installed in fireplaces if listed for such use. [NFPA 54:9.6.5, 9.6.5.1(A)(B)]
Exceptions:
- Shutoff valves shall be permitted to be accessibly located inside or under an appliance where such appliance is removed without removal of the shutoff valve.
- Shutoff valves shall be permitted to be accessibly located inside wall heaters and wall furnaces listed for recessed installation where necessary maintenance is performed without removal of the shutoff valve.
- An Electrical convenience outlet is not required for replacement of existing equipment in the same location when the existing equipment conformed with adopted code standards at the time of installation.
Section 2. Repealer. Existing Salina Code Chapter 8, Article I, Division 3, including existing Sections 8-1-3-1 through 8-1-3-1210.15.2.1, is repealed.
Section 3. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 4. Effective date. This ordinance shall be in full force and effect from and after January 1, 2026.
