ORDINANCE NO. 25-11273
AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS MAKING CERTAIN FINDINGS AND EXPANDING THE SALINA DOWNTOWN REDEVELOPMENT DISTRICT PURSUANT TO K.S.A. 12-1770 ET SEQ.
WHEREAS, the City of Salina, Kansas (the “City”), is a city of the first class organized and existing under the constitution and laws of the State of Kansas; and
WHEREAS, the City has the authority to create tax increment financing redevelopment districts pursuant to K.S.A. 12-1770 et seq., as amended (the “Act”); and
WHEREAS, pursuant to Ordinance No. 15-10775, the City created the Salina Downtown Redevelopment District (the “District”); and
WHEREAS, the City Commission of the City (the “Governing Body”) has deemed it necessary and advisable to expand the District by the addition of certain real property, a map of which is included as Exhibit A and a legal description of which is included as Exhibit B hereto (the “TIF Expansion Area”); and
WHEREAS, the City has previously adopted Resolution No. 25-8320, providing notice of a public hearing regarding the expansion of the District and given such further notice thereof as required under the Act; and
WHEREAS, in accordance with foregoing, the City held such public hearing on December 22, 2025; and
WHEREAS, the Governing Body hereby finds and determines that the District should be modified by the addition of the TIF Expansion Area.
THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS:
Section 1. The District, as expanded by the addition of the TIF Expansion Area, is hereby approved, with the boundaries as shown on the map attached as Exhibit C hereto. The legal description of the District, as modified by the addition of the TIF Expansion Area, is attached as Exhibit D hereto. The District Plan for the District, as generally described in Ordinance 15-10775, is ratified and approved.
Section 2. This Ordinance shall take effect and be in force from and after its passage and publication as provided by law.
