ORDINANCE NUMBER 26-11277
AN ORDINANCE UNCONDITIONALLY AUTHORIZING THE EXPENDITURE OF PROCEEDS OF GENERAL OBLIGATION BONDS AND/OR TEMPORARY NOTES OF THE SALINA AIRPORT AUTHORITY FOR THE PURPOSE OF FINANCING THE COST OF CERTAIN CAPITAL IMPROVEMENTS (SUBSTITUTE IMPROVEMENTS – SALINA AIRPORT AUTHORITY SERIES 2025-1 NOTES)
WHEREAS, pursuant to K.S.A. 27-315 to 27-326 et seq., (the “Act”), the Salina Airport Authority (the “Authority”) has issued its General Obligation Temporary Notes, Series 2025-1 (the “Notes”); and
WHEREAS, certain of the improvements financed from the proceeds of the Notes have been completed and there are proceeds of the Notes remaining; and
WHEREAS, on January 21, 2026, the Board of Directors of the Authority adopted a resolution (the “Authorizing Resolution”) approving the expenditure of the proceeds of the Notes in an amount not to exceed $1,560,000 for the following additional purposes (collectively, the “Substitute Improvements”):
- MJ Kennedy Terminal Building – Phase II Rehabilitation
- Aircraft Maintenance, Repair, and Overhaul (MRO) Development
WHEREAS, the Act provides that the Authority shall forward a copy of the Authorizing Resolution to the Mayor of the City, who shall present such resolution of the governing body of the City for its approval or disapproval.
SO NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS AS FOLLOWS:
Section 1. The Authorizing Resolution providing for the expenditure of the Notes to finance the Substitute Improvements in an amount not to exceed $1,560,000 is hereby unconditionally approved. This ordinance shall not be construed as approval for the issuance of additional general obligation temporary notes of the Authority.
Section 2. That this ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper.
